External Announcement For Invitation Of  Offers

- Ministry of Irrigation in Damascus announces for an external invitation of offers to implement the project of conveying water from Euphrates in Deir el –Zaor site to Palmyra and the phosphate mines according to the special technical , financial and legal conditions.

- The offers are presented to the divan of the Ministry of I irrigation till 15:00 p.m according to the local tim of wednesday   20/ 5 / 2008

- The offerer is committed to his offer for a period of     /180/ days after the deadline of presenting the offers

- Bid bond is /300.000 000/ s.p three hundred millions of Syrian pounds only for the local offerer or /4.000 000/ euro four million Euros only for foreign offer

- The performance bond is /5%/ five percent of the totalcontract value

- The period of carrying out the contracting works is four years strarting  from the initiation order

- The local offerer should be registered at the Ministry of Housing and Construction with a suitable speciality and class. while the foreign offerer must have the technical and financial qualifications as he must submit a certified copy of his commercial record in his home land with his capital and a copy of his budget by means of which similar projocets have been executed and these data should be certified by the relevant authorities in his homeland

- Taxes and fees ;the contractor pays all the taxes and fees inside and outside the  lands of the Syrian Arab Republic including the customs of the supplies. As well as the expenses of opening the letter of credit and enforcingit at the Syrian and foreign banks .As for the expenses of extending the letter of credit they are born by the side which causes this extension

- The offerer is committed to purchase the preject file form the Directorate of contracts and supply of the General commission for water Resources in Damascus located in the building of the Ministry of Irrigation in Damascus for a sum of /1500/ Euro for the foreign offerer and/100 000/s.p for the local offerer , and each offer not enclosed with the recept of purchasing the file is refused

- Advance payment:
     The ministry will pay to the awarded offerer an advance payment equal to 10%of the total value of the contract this will be against the submittal by the Contractor of a bank guarantee issued by a Syrian bank and equalling to the advance payment. This guarantee must be submitted during a maximum period of /15/ days from the date of commencement order

- Paying Conditions:
    Local currency :It is paid according to monthly statements on the executed works.
-     Foreign currency: It is paid according to a letter of credit to be opened for the beneficiary. This  litter should be enforced andcan not be deleted or cancelled according to the rates set in paragraph /2-7-B/ of the financial and legal conditions notebook

- The guarantee period is one full year starting from the date of the temporary reception of the project

- The prices presented in offers are final and unbreakable

- The delay penally is 0,1 % one per thousand of the total contract value for each day of delay , and the total penalties of delay should not exceed 20% of the total contract value

- The project can not be divided and offers are presented according to that.

- The rules of the unified contracts system issued by law no /51/ for the year 2004 and the rules of the general conditions notebook issued by decree No/450/ for the year 2004 are applied to everything not mentioned in  this announcement and in the special conditions notebook .
